    The purpose of this position is to ensure and strengthen the meaningful participation of children in WV Mongolia’s programming, advocacy, and decision-making process by building the skills and capacities of children, especially the poorest and most vulnerable, to express their opinions and have genuine opportunities to contribute to community change is a central characteristic of WV’s child-focused approaches.

    Moreover, this position has a representative role in local partnership in order to maintain an organizational presence for credibility and legitimacy and to enable World Vision Mongolia to bring the voices of children all the way up from the grassroots level to decision-makers nationwide.

    In addition, the position will ensure the organizational contribution to Child Well-Being and maximum transformational development impact by providing technical support, expertise, and leadership in the design and mainstreaming of programs and ministry standards which include holistic, age-appropriate, quality programming, and rights-based approaches and interventions for the development of children in WV program/project areas.


    • Provides expertise and direction in relation to holistic child development, and participation, ensuring contribution and alignment of technical programs and CESP with organizational strategic directions as well as contributions to WV’s Child Well-Being Outcomes.
    • Ensure child participation and advocacy mainstreaming in TPs’ implementation as well as in PNS/grants by initiating relevant core project models/approaches including CVA- Local to national advocacy; Impact +; Child-led research, Peace Road, etc.
    • Initiates coaching, mentoring, and building the capacity of field staff on core project models/approaches that aim to strengthen child participation with advocacy in program implementation
    • Provide support to national-level advocacy activities that need child meaningful participation by ensuring that child leaders are mentored and engaged in age-appropriate activities.
    • Develop technical guide/training modules as required for successful implementation of core project models that encourage child participation with advocacy
    • Provide technical support on Country Strategy implementation plan, Program quality maturity matrix, Program Quality Self Review, and Annual Community Review Planning process annually.
    • Visit the field to build capacity through on-the-job training
    • Support Area Program and project staff to facilitate training for local partners, communities, and volunteers on core project model implementation relevant to child participation and advocacy Support WV Mongolia in representing in different networking bodies with Government, Non-government, Private sectors, UN agencies as appropriate to ensure child participation in programming, advocacy and decision making
    • Expand effective partnerships including GOs, CSOs, and FBOs by assessing and building the capacity of partners on Partner of Choice, Local Partnering, Partnering Performance & Heath Check tools
    • Organize national-level influential events with partners through shared resources including CVA, ITAW, and EVAC campaigns by facilitating external engagement initiatives on child participation-related partners in order to amplify the voice of children and empower them to participate in decision-making and policy formulation and evaluation.
    • Support technical branding of advocacy and/or partnering best practices in WV Mongolia
    • Research partnership that analyses the document, and publishes data and evidence on the critical role of child participation in achieving sustainable change
    • Provide technical support for the preparation of Grant/PNS Concept notes and proposals on integrating child participation and advocacy
    • Provide technical support for the design, implementation, and evaluation of grant/ PNS projects to have donor retention and to bring more opportunities for expanding the fund with advocacy initiatives
    • Support WVM in connecting national-level partners and networks for Child wellbeing through due diligence and partnering compliances
    • Seek innovative ideas for respective technical sectors based on donors’ interest
    • Contribute to developing capacity statements with relevant impacts, experiences, and other necessary data sources
    • Develop, monitor, and evaluate the implementation of MOUs and their action plan of partners by producing and submitting reports of high quality (Advocacy Strategic Measures, Annual Advocacy Reports, Annual Business Plan, Partnering Progress, Partnering Performance & Health Check, etc.)
    • Contribute to monitoring and reporting of technical programs and projects using partnership suggested tools (CSIP; Strategy dashboard, HORIZON, etc) and process
    • Provide necessary technical support on reporting accurate data with field validation and validate data accuracy in the Horizon system. 
    • Review and monitor the program’s semi-annual and annual Indicator Tacking Table achievements
    • Support technical branding of advocacy, child participation, and/or partnering best practices in WV Mongolia
    • Engage children and community in local level social accountability system
    • Write the child participation report on an annual base
    • Join and actively contribute to different cross-functional teams as required by the line manager/WV Mongolia
    • Spend quality time on developing self in child participation, advocacy, and partnering with another sector integration
    • Any other assignment as required by the line manager


    Minimum education, training, and experience requirements to qualify for the position

    • Bachelor’s degree in development studies, organizational development, or related field;
    • Master’s degree in International development studies or related field - preferable
    • Good understanding of child-focused development and community development.
    • Strong understanding of key areas of strengthening meaningful child participation in programming, advocacy, and decision making
    • Good understanding of program cycle management including project planning design, monitoring evaluation
    • Excellent training and capacity-building skills: demonstrated by relevant experience
    • Strong skills for relating and working with children, including the most vulnerable children
    • Knowledge and expertise on approaches/project models relevant to child participation and advocacy
    • Minimum of 3 years of professional experience in partnership
    • Knowledge and skill in monitoring, evaluation, learning, and accountability
    • Minimum of 3 years of professional experience in child participation and advocacy program/ projects or the equivalent in one Non-Governmental Organization
    • Experience in working in rural or remote areas
    • Experience in leading public campaigns and events
    • Work experience with Government /International Non-Government Organizations /Local Civil Society
    • Ability and willingness to travel domestically up to 40% of the time
