1. GENERAL
The purpose of the expert is to serve as a catalyst, partnership broker, and builder of the capacity of local partners, facilitating the emergence and strengthening of community-led initiatives to improve and sustain the well-being of children and their families. The Community Coordinator works within communities to enable mutual transformation in the lives of children, families, supporters, partners and WV staff themselves. Ensure program quality through effective planning, implementation and monitoring with communities and partners and apply Sponsorship in Programming principles to ensure sponsorship processes integrate with the program and community efforts: i) to care for and protect children; and ii) to strengthen children’s participation, and that registered children participate and benefit from program activities.
Expected objectives of the expert’s assignment are:
- 1. Ensured program quality through effective planning, implementation and monitoring with communities and partners. Expected results: 95% or more of planned activities completion and output targets achieved 50% by March 31 and 100% by Sep 20, 2023 respectively
- - Program objectives are met at least by 95% with quality and planning, implementation, monitoring and reporting processes are led in participatory manners
- - Community people, community groups and local partners are mobilized and partnered for the well-being of children in the community
- - Ensured voices and participation of all groups including the most vulnerable in development processes
- 2. Sponsorship Management and Coordination: Expected results: Sponsorship GNOD/SOI and CMS maintained GREEN throughout a year.
- - All RC participating according to RC Participation Standard
- - Evidence that MVC are included as RC (where appropriate) and actively included in activities.
- - Sponsorship monitoring and communications meet quality and delivery standards.
- - Sponsorship integration with other program activities and intervention
- 3. Stewardship & accountability. Expected results: Maintain project under/over expenditure 10% or less throughout a year and below 2% by year end
- - Enhanced effective and efficient utilization of resources and maintained high standards of stewardship and accountability
- - Area program or project activities are implemented with quality and all KPI are fulfilled with quality in timely manner
2. TASK AND RESPONSIBILITIES
The Expert will receive in depth guidance by the AP manager
The Expert is supposed to perform:
Program management
- 1. Plan and implement planned activities according to approved Detailed Implementation Plan (DIP) and achieve target budget in accordance with WV policies, standards and procedures
- 2. Facilitate effective relationships between local stakeholders and between local partners for child well-being in the communities
- 3. Mobilize and support the creation, mobilization and strengthening of community people and groups
- 4. Develop Annual Operation Plans (DIP, ITT) prepared participatory manner and conduct Annual Community Review Planning in the community with Area Program team ensuring learning is addressed during next planning and implementation
- 5. Update MVC mapping and track of MVC inclusion of both RC and non-RC in program activities regularly
- 6. Intentional and continuous monitoring and follow up of the project activities and impact and contribute to analysis and interpretation of monitoring data which assured as realistic.
- 7. Develop and submit monthly/semi-annual/, annual reports including progress, learning, challenges, story of significant changes through community reflections and monitoring
Sponsorship
- 8. Conduct qualified child monitoring among his/her responsible RCs and update child information according to Child monitoring standards and follow up Child Well Being cases if necessary (visit RC families twice a year)
- 9. Facilitate quality and timely communications between sponsors and Registered Children within sponsorship standards. (IL, SL, GN, EL, APR, CEW, CC, Queries, FL, BB, Sponsorship 2.0 content and sponsor queries)
- 10. Organize activities ensuring all RC and parents are included (participating and benefitting) in age-appropriate program activities (TP/CESP), as per standards.
- 11. Sponsorship systems maintained and updated regularly (SSUI, child data and Horizon mobiles) ensuring safe keeping storage and security of child data, sponsor addresses, sponsorship documents, files, and systems are aligned to child protection policies, standards and procedures.
Stewardship & accountability
- 12. Learn and follow WV mission, vision, identity as well as policies and procedure
- 13. Complete all financial supporting documents and item delivery on time
- 14. Community contribution and usage of resources are monitored and accounted for local level fund raising
- 15. Attends weekly team meetings, devotions and contribute to ongoing reflection & learning within the team to improve program performance
The Expert will work at office and travel to community daily basis. The Expert will be supported by AP manager on performing assigned tasks and responsibilities. Further guidelines relating to the methodology are outlined in the section “Expected deliverables”.

The Expert will be engaged in the period from 23rd January 2023 to 31st August 2023 for a total of 8 months for this assignment. The contractor is expected to produce the below key deliverables with the tentative deadlines and based on the deliverables the service fee will be paid once a month.
5. Qualifications / EXPERIENCE
The expert’s assignment is expected to be undertaken by an individual to produce the expected results. Accordingly, following qualifications and experiences are required for this individual expert.

Other:
In addition, the expert is required to have the following educational background and experiences.
- Bachelor degree in social science and development or another related field
- At least 3 years of experience on community development and project management
- Strong inter-personal experience with Sponsorship activities, program/project planning, implementation and monitoring
- Experience with faith, community based and child focused Empowerment programs
- Demonstrated facilitation skills, including catalyzing, connecting, and capacity building
