    Job title:   Finance Compliance Lead

    Location:                       Ulaanbaatar, Mongolia

    Full/Part time:                    Full-Time

    Fixed term/Temporary:       Fixed term

    PURPOSE OF POSITION

    The purpose of the position is to ensure that a WVIM is full compliance with all WVI policies, procedures, local laws and regulations and Donor requirements that will help organization to manage risks and maintain a positive reputations and avoid lawsuits. This role will be adding valuable analysis and recommendations to key stakeholders and educating the entire organization and instituting practices that will ensure the highest possible level of compliance to all grant projects, Project Non Sponsorship and sponsorship and local programs.

    MAJOR RESPONSIBILITIES

    Leadership, Capacity Building and Strategic Partnering

    • Practice servant leadership and be a Co-lead the Finance within the organization by challenging and supporting key management stakeholders in the NO
    • Partner with managers and leaders across the organization to ensure alignment of country strategy with team objectives and financial reality
    • Anticipate plans and translate current and future needs into a specific action plan for the team
    • Advise the line supervisor to ensure focus is on highest priorities of the business customer
    • Advise NO managers to facilitate the strategic /annual planning process in a way that takes financial and commercial reality into consideration whilst achieving organizational objectives.
    • Build financial and commercial skills in managers and leaders across WVIM through coaching and day to day interaction.
    • Identify knowledge and skills gaps within NO managers and leaders and work with Manager to design training and development sessions as required.
    • Input into the development of orientation programs for managers and leaders.

    Change Management

    • Manage change process within the NO as required.
    • Manage any ad-hoc projects as assigned by the Manager in agreement with NO business units
    • Promote accountability and good stewardship amongst NO stakeholders to manage assets and financial resources.
    • Share best practices and lessons learned and tools that will enhance the efficiency and effectiveness of the organization.
    •  Encourage mutual learning between functions within and outside of the department
    • Contribute in the documentation of best practices and contribute to the WV's community of practice and center of excellence
    • Identify gaps or risks on compliance and develop and implement its action plans

    Compliance

    • Serve as focal point to the Grant proposal meeting and collaborate to the GAM and respective team that WVIM expresses its proposal on highest standars
    • Provide technical support to the Grant projects financial report that is full compliance to the Donor requirement where there is not any significant un-allowed cost or over spending
    • Ensure that WVIM NO costs are allocated as much as possible to the Grant projects with accurate documentation
    • Serve as focal point to external and internal audits
    • Ensure that PNS(private non sponsorship project), international and local sponsorship, local grants and other resourced projects and programs are fully compliance to WVI policy, procedures as well as local law and regulations

    Technical operation

    • Facilitate accurate budgeting, planning and forecasting that will achieve organizational objectives, and that complies with required standards.
    • Manage ad-hoc requests and utilizes consultative skills to present new ideas, risks and opportunities to the business.
    • Provide guidance on balancing process standardization and compliance with customer responsiveness.
    • Drive understanding, analysis and resolution of root causes of performance gaps.
    • Attend stakeholder team meetings, representing the Finance team agenda
    • Support NO managers and leaders in the production of business cases, project plans, risk assessments and running ‘what-if’ scenarios
    • Provide commercial analysis and recommendations to SLT as required.
    • Monitor field offices financial management and follow up with the audit findings
    • Quality checking to the AP/projects  and inform to Finance director if there is any red light
    • Support field manages and  leaders  in the production of business cases, project plans, risk assessments and running ‘what-if’ scenarios
    • Calculate WVIM all staff payroll and manage LDR process and its internal control
    • Post the vouchers in the Sunsystem
    • Peer with the finance manager on technical analysis and reports
    • Lead the WVIM cash management and cash forecast and especially to the restricted fund management

    Perform other duties as required

    • Join and actively contribute on different cross functional teams as required by the line manager /WV Mongolia
    • Spend quality time on developing self and partnering with other sector integration
    • Any other assignment as required by the line manager.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Minimum education, training, and experience requirements to qualify for the position

    Education

    • Bachelors or higher degree in accounting and related fields
    • CPA or ACCA preferred

    Experience

    • At least 3 years of relevant experience in accounting

    Knowledge and Skills

    • Solid knowledge of accounting principles, financial systems, budget/cash flow monitoring and internal accounting controls.
    • Strong problem solving, analytical skills
    • Cross cultural experience
    • Strong organizational and self-management skills
    • Able to work under pressure when there is tight deadline or uncertain situations
    • Fluent in English both written and verbally
    • Understanding of and commitment to World Vision Core Value

    Work Environment

    • Handling work with minimum manpower and lesser time
    • The position requires the ability and willingness to travel domestically and internationally up to 30% of the time.
