  • GRANT ACQUISITION AND ENGAGEMENT MANAGER at NATIONAL OFFICE

    PURPOSE OF POSITION

    The purpose of the position is to support Director of strategy & Evidence to achieve funding objective of grant portfolio and work highly collaborative cross-functional team environment across departments' technical staff, orienting and positioning the team and other departments for coalitions and consortia engagements, will identify, pursue and negotiate financial, non-financial and risk-sharing partnerships with a range of partners in Mongolia to expand the impact and reach. This position will monitor and will be responsible for the progress of implementing donor engagement plans for grants, donor communication strategies, and facilitate a proposal development process.

    MAJOR RESPONSIBILITIES

    • Supervise the process of grant proposal development. Ensure that there is a strong team in place for every proposal being developed.
    • Ensure that funding opportunities are identified and proposals submitted on time.
    • Track proposal reviews and approvals with donors and support offices.
    • Provide a framework for interagency engagement and development of consortia proposals.
    • Liaise with technical teams to leverage their support in the grants development process. Support technical staff to engage with technical (donor) networks.
    • Prepare and orient WV representative staff to make a presentation on behalf of WV all key donor meetings.
    • Support WVIM senior leaders to develop relationships with potential external donors.
    • Provide support in the monitoring of the multilateral grants and tender notification systems.
    • Review and research possible proposals and recommend whether WVIM should pursue these opportunities within the parameters of the growth targets and strategy.
    • Facilitate grant applications with manager and SLT decision and review donor proposal requirements.
    • Meet with donors to clarify proposal requirements.
    • Match donor opportunities with WVIM projects to achieve better outcomes for submitted grants proposals.
    • Liaise with global and regional technical expertise wherever there are identified gaps in capacity in technical areas.
    • Conduct capacity building to WVIM teams/APs so that they have a clear understanding of grant nature and proposal development.
    • Ensure that proposal design and outcomes contribute towards the Child well-being of the most vulnerable children.
    • Ensure that monitoring potential donors, donor relationships, and proposal contents adequately represent World Vision's core values.
    • Draft and ensure compliance with regional risk management systems and protocols for coordination, and grant compliance.
    • Maintain a transparent, nimble, and appropriate management information system with the support of Horizon and others.
    • Ensure key management staff are aware of key milestones and meet contractual requirements.
    • Ensure that proposals have accurate data and budgets.
    • In coordination with the Finance Department ensures that proposals in compliance with financial grant requirements.
    • Ensure that grant proposals are compliant with local laws and People & Culture (HR) policies and procedures for all service contracts.
    • Support and maintain strong working relationships with ADB, UN, IMF, World Bank, other leading donors for potential grant opportunities,
    • Liaise closely with regional and national staff with existing contacts with these donor organizations.
    • Network with regional office and support office to identify staff that can assist when applying for grants and special projects.
    • Manage donor concerns (government/private donors and support offices) ensuring proper resolutions for both parties have been reached.
    • Initiate and maintain regular contact with other international non-governmental organizations and government officials to obtain experience and coordinate information regarding current and future works in the country.
    • Serve as a liaison along with other departments like public engagement, the technical sector leads to current and future partner organizations.
    • Coordinate with a partner for any information needed including for marketing, grant making, contract /MoUs, operational plans, and partnership trips, etc.
    • Design and monitor WVIM systems and processes for monitoring and evaluation of partners and their impact.
    • Contribute to the reporting and communication of impact and results to WVIM investing
    • Build technical capacity of grant acquisition teams on key areas of grant acquisition and engagement
    • Support other functions including operations teams in the relevant area of effective grant implementation, maintaining a strong relationship with donors and SOs, and ensuring grant compliance standards.
    • Lead and support team professionally and spiritually to maintain the effectiveness and productivity of an individual and team performance.
    • Attend capacity building programs (online, classroom, etc.) related to performing the job at a satisfactory level
    • Complete other tasks as assigned by supervisor and/or WVIM Senior Management

    KNOWLEDGE, SKILLS, AND ABILITIES

    Minimum education, training, and experience requirements to qualify for the position

    Education

    • A university degree in a field related to Research, Sociology, Development Studies, or similar field.

    Experience

    • 3-5 years of research and project management experience within World Vision or comparable development organization

    Knowledge and Skills

    • Extensive knowledge of grant proposal and other multilateral and bilateral institutions’ rules, regulations and policies
    • Strong communication skills for maintaining a relationship and networking with key donors and stakeholders that lead to successful grants and resources for short as well as long term
    • Analytical thinking with digesting information and understanding grant call details and logics, success driving factors relevant to WV expertise
    • Leading team to deliver results with high quality within given resources of human, timing, financial, and others through capacity building, sharing, and being role model.
    • Exemplary writing, editing and communication skills in English and Mongolian
    • Creativeness and entrepreneurial skills to tap resources required to proposal development and engaging partners
    • Multi-tasking and the ability to manage multiple demands and priorities
    • Ability to manage shifting priorities and negotiate timeline

    Preferred Skills, Knowledge, and Experience

    • Masters or higher degree in other countries
    • Experience writing grants with proven success

    Work Environment

    • Handling work with minimum manpower and lesser time
    • The position requires the ability and willingness to travel domestically and internationally up to 20% of the time.
