    Grants acquisition and management M&E (Monitoring & Evaluation) Specialist is responsible for ensuring high quality project/programme designs with Theory of Change, Log frames, and M&E Systems. The M&E specialist will ensure implementation of standard monitoring evaluation and baseline processes for Grants and other Non-Sponsorship projects within GAM (Grant Acquisition Management) Department. She/he plays an advisory role to advocate best practice adoption across project teams. She/he will proactively develop and execute grant/donor specific M&E design, ToRs, methodologies and tools as per donor requirements. This role requires a highly analytical mind-set with experience in evidence-based impact analysis that will also lead the quality reviews of M&E processes and products and provide timely feedback to key stakeholders. Moreover, the M&E specialist will be responsible for capacity building of project staff.

    The GAM M&E specialist will be based in the National Office and will report to the GAM Director in close collaboration with the project/programme implementation team. Project M&E coordinators/ officers will technically report to the MEAL (Monitoring, Evaluation, and Learning) specialist. As part of the GAM department, the specialist is expected to provide strategic guidance to project/programme teams in quality project/programme implementation across multi-sectoral programs across the country.


    Proposal / Concept Note Development

    • Lead/facilitate the log frame development process including problem analysis, Theory of Change frameworks for new proposals and projects designs.
    • Lead the development of Log Frame development as per
    • WV Mongolia country strategy, GAM business plan and donor interest.
    • Develop the M&E framework aligning to WVI partnership guidelines and donor specific standards.
    • Liaise with responsible staff within the GAM /PRQ (Program Resourcing Quality)/ and Finance to integrate TOC/Logical frameworks with project budgets and narratives        

    Monitoring Evaluation and Accountability

    • Lead the planning and implementation of all MEAL activities of Non Sponsorship projects and programme portfolios.
    • Lead the design of M&E systems and processes at project level (for all grants across the country), conducting independent research to create relevant SMART systems aligned with best practices for grants and multi-sectorial technical areas where necessary.     
    • Responsible for ensuring the implementation of M&E system by project teams at each individual project level (Provide follow-up, set timelines, hold teams accountable, backstopping support to in-field data collection).     
    • Conduct frequent field visits to assess the effectiveness of projects.       
    • Responsible for developing and maintaining of monitoring dashboards for management decision making.          
    • M&E systems and adoption of WVM MEAL strategy at the Grant and Other Non-Sponsorship projects level, providing tailored advice to improve quality, compliance and to strengthen systems.       
    • In an e-transition to Horizon systems, conduct quality checks to validate Horizon data on a regular basis and provide instructions/guidance to relevant teams to meet gaps in knowledge base maintenance.         
    • Lead in analyzing MEAL findings and contribute findings for the preparation of reports, publications and other documents.        
    • Provide clear and goal-oriented guidance to project teams to ensure implementation of MEAL processes.             
    • Prepare Terms of References and facilitate agreement process for outsourcing consultants for Baselines, Evaluation and other research and assessments.
    • Any other duties as assigned by the GAM Director according to the evolving requirement of the PRQ (Program Resourcing Quality), NRD (National Resource Department), PNS (Private Non-Sponsorship & HEA (Humanitarian Emergency and Affairs) teams.

    Learning and Knowledge Management

    • Lead learning and assessments of project effectivity and impact at project level, ensuring WVM contributes to advocacy and knowledge sharing efforts of the broader development community.
    • Ensure all core documents and profile information are maintained & updated in WV's KM / IMS platform/s (Horizon, Box etc.) by providing necessary guidance to project teams. Conduct quality checks to validate Horizon data on a regular basis and provide instructions/guidance to relevant       teams  to               meet    gaps     in knowledge base maintenance.
    • Contribute to acquisition and management efforts to support a culture of review, reflection, learning, and compliance across all grants and other non-sponsorship projects.
    • Oversee the implementation of documentation and information systems to ensure the reflection of findings has been incorporated into the future implementation of the program and getting the feedback of staff and partners, ensuring that this data is secure and accessible.
    • Ensure all the cross learning are documented and shared with appropriate group/ stakeholders.
    • Lead     design and facilitation of knowledge sharing events/platforms to disseminate the impact and learning at project level. Disseminating of best practices, learning’s etc. with NO and other partners as necessary.
    • Work with communications department to develop and disseminate WV products (success stories, innovations, trends analysis outcomes, strategies or frameworks, etc. aiming at donors) to improve project strategic visibility and evidence bases for success of project and sustainability.

    Capacity Building & Reporting

    •     Improve MEAL capacity of project staff to ensure programme quality.

    • Provides technical support and builds capacity of local partners in monitoring and evaluating for the sustainability of the project result.
    • Update the partners, and relevant stakeholders on required and minimum DME process, standard and systems.
    • Writes regular M&E reports on progress of the planned activities. Prepare and submit Monthly Management Report to reporting supervisor.
    • Assist in documentation and dissemination of case studies and key lessons learnt to the project and the other stakeholders.
    • Support project team to conduct, workshops and relevant events. Assist the project personnel with MEAL tools and in supporting them in their use.
    • Develop data presentations, visualization techniques, using business intelligence tools like Power BI for the internal decision making and knowledge sharing. Also, if needed for donor and key stakeholders

    Collaboration with Cross functional teams

    • Ensure project teams /cross functional teams are capacitated on donor/grant relevant MEAL process, systems and standard by developing and delivering donor relevant capacity building trainings to all project teams.
    • Promotion of a positive program and Team culture rooted in knowledge sharing and evidenced practices.
    • Provide project-level leadership in developing evidence based strategies for grants across the country.
    • Escalate challenges and identified bottlenecks in grant portfolio to Department heads to ensure timely and compliant project implementation.
    • Plan and host donor visits in relation project monitoring and Evaluation.

    Minimum education, training, and experience requirements to qualify for the position

    • Master degree in Social Sciences / Development / Management / Science / International Development / Statistics or relevant field.
    • Minimum of 5 years of MEAL, research, statistical analysis etc. experience.
    • Minimum of 3 years Community Development / sector experience.
    • Experience in handling baseline, impact evaluation, and other social researches are preferred.
    • Knowledge on social research and process.
    • Knowledge on development of quantitative data collection methods and analysis skills.
    • High level computer skills including various MS applications such as MS Word, PowerPoint and Excel, including the use of formulae and data analysis functions & macro.
    • Data handling skills (classification, categorizing, tabulation etc.) using statistical and Business Intelligent applications.
    • Knowledge with statistical analysis using SPSS, SAS, Minitab, EViews or equivalent statistical package.
    • Training and Facilitation skills.
