    Location:                          Ulaanbaatar, Mongolia

    PURPOSE OF POSITION

    The purpose of the position is to monitor and ensure high quality and timely inputs, and for ensuring that the grant project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.  The Grant M&E Specialist will be responsible for designing and implementing the M&E activities of the Project; assisting the Grant Managers in preparing Quarterly/Annual reports on project progress and will monitor the project activities regularly, developing and maintaining the knowledge management of the Grant Project and will be responsible for the collection & analysis of different data concerning the project activities.  The Grant Monitoring & Evaluation Specialist works in close collaboration with work closely with the Grant project team and operations.

    MAJOR RESPONSIBILITIES

    Ensures all grant projects aligned with resulting in quality and effectiveness of Programs and Projects

    • Develop and strengthen monitoring, inspection and evaluation  procedures
    • Quality review of M&E products (assessment reports, baseline reports, outcome monitoring reports, monthly, quarterly, semi-annual and annual and evaluation reports)  conducted comprehensively and timely
    • Prepare other periodic reports required by the donor and the government in both Mongolian and English
    • Provide feedback to the Grant Manager on project strategies and activities 
    • Provide inputs, information and statistics for quarterly, annual and other reports to Grant projects’ team
    • Conduct capacity assessment on existing monitoring and evaluation system
    • Support the development of knowledge products borne out of the implementation of the project.
    • Suggest strategies to Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks
    • Recommend further improvement of the logical framework
    • Participate in annual project reviews and planning workshops and assist the Grant Manager in preparing relevant reports

    Provide responsive M&E services to the Grants Projects

    • Field level monitoring, evaluation, learning and accountability (M&E) staff are guided for capacity development through regular coaching and monitoring 
    • Prepare ToR for baseline and other needy assessments
    • Develop monitoring and impact indicator  for the project success
    • Develop and implement a knowledge management system, monitoring and communications strategy for the project that will take into consideration the reporting and communications needs of the donor of the project and the government
    • Monitor and evaluate overall progress on achievement of results
    • Monitor the sustainability of the project’s results
    • Monitor all grant project outcome result, expenditures and progress towards achieving the project output 
    • Assist in coordinating across the available components of the project to ensure effective implementation of M&E
    • Assist the project personnel with M&C tools and in supporting them in their use

    Other

    • Any other activities in the related field as assigned by the Grant Managers and Operation Director
    • Contribute to the common goal and aspirations of the WVI Mongolia, be an active member of the team
    • Attends devotions and weekly chapel services and support the spiritual development of his/her team
    • Self-development (Physically, Emotionally, Spiritually and Professionally)

    KNOWLEDGE, SKILLS, AND ABILITIES

    Minimum education, training, and experience requirements to qualify for the position

    Education

    • Master’s degree in Social Sciences/Development Management /International Development or relevant field
    • · Able to do data analysis  on SPSS software platform / Can use Microsoft office 365  platform

    Experience

    • At least 5 years of experience in the design and implementation of Monitoring & Evaluation in development projects implemented by the national /international NGOs/ Government
    • Experience in designing tools and strategies for data collection, analysis and production of reports;

    Knowledge and Skills

    • Knowledge & experience in  social research and process
    • Knowledge & experience in the  development of qualitative data collection methods and analysis skills
    • Data handling skills (classification, categorizing, tabulation etc.) and demonstrates diligence in data analysis and management
    • Proven management and leadership ability
    • Prior experience with World Vision Programs
    • Understand poverty issues, development theories and holistic development
    • Knowledge and experience on grant projects 
    • Management leadership ability
    • Experience as a team player
    • · Fluency in written and spoken  English

    Work Environment

    • Handling work with minimum manpower and lesser time
    • The position requires the ability and willingness to travel domestically up to 30% of the time.
