  • Finance and Procurement Officer for Child Protection Compact Project

    PURPOSE OF POSITION

    The purpose of the position is to provide efficient and effective support to the grant project implementation and ensure effective financial management and compliance for grant administered and/or implemented by WVI and the U.S. Department of State/Office to Monitor and Combat Trafficking in Persons (J/TIP). S/he is responsible for ensuring quality finance and grants management, assessing needs and developing grant management capacity of project staff and ensuring compliance with donor and WV International reporting requirements, contributing to World Vision core values by providing leadership in grants budgeting, accounting and reporting functions in grants budgeting, accounting and reporting in WV Mongolia. This position is accountable for identifying key requirements of donors which includes reporting data and information, reporting timeframes and frequency, reporting formats, project flexibility, purchasing standards, use of funds for overhead costs, level of backup documentation required, tracking of Cost Allocation Policy rates, and variance allowances.

    MAJOR RESPONSIBILITIES

    Leadership

    • Practice servant leadership and be a role model for peers and others
    • Advice to the Grant Manager to ensure focus is on the highest priorities of the business need

    Operational (technical) support

    • a) Prepare vouchers and send invoices to the NO finance department to facilitate payment and ensure proper documentation
    • o Send invoices to the NO finance department on time
    • o Ensure that sent invoices have been processed on time
    • o Enter all assigned vouchers to Sun System after appropriate approval with the required supporting documents
    • o Ensure all supporting documents are aligned with Grant rules as well as WVI policy
    • b) Prepare, review and consolidate regular Grant financial reports
    • o Prepare monthly grant financial reports as per FFM requirements and standards.
    • o Prepare quarterly and final financial reports as per donor requirements and schedule
    • o Prepare and review GRANT financial reports as per the Donor requirements
    • o File a hard copy of monthly financial reports securely and in chronological order.
    • c) Project staff  Labor Distribution Report (LDR) management
    • o Ensure staff creates accurate LDR
    • o Ensure that project staff salary and benefits are calculated accurately and charged according to the LDR
    • d) Grant management
    • o Support to the CPC Project Director for the grant implementation
    • o Ensure that Donor and WVI Grant policy and requirements are followed
    • o Ensure screening is done accurately
    • o Ensure that funding is committed to MyPBAS.
    • o Advice to the project team and implementation team on Grant related issues
    • o Ensure that costs are eligible and not allow ineligible cost
    • o Ensure the Grant closure is completed accurately
    • o Conduct regular discussion on variance analysis and action planning based on the financial report

    Supply Chain Management

    • Ensure all required PR is created
    • Develop and ensure an annual procurement plan is up to date
    • Ensure that tender and procurement process is aligned with WVI policy as well as Donor policy
    • Ensure inventory records are tracked accurately
    • Ensure that supplier contracts are made without any risk associated

    Capacity Building

    • Identify knowledge and skills gaps within the project staff and work with line Manager to design training and development sessions as required.
    • Assess training needs, facilitate training opportunities and/or conduct training for project staff following the Grant policies and internal controls.
    • Disseminate financial information to the project team and ensure that there is thorough understanding of the current policies and regulations. 
    • Ensure all policy changes are communicated to the project team in a clear and timely manner, ensuring compliance.

    Knowledge Management

    • Share best practices and lessons learned in financial practices and tools that will enhance the efficiency and effectiveness of the organization.

    Quality Assurance

    • Ensure that financial report is sent on time and be accurate with all relevant explanations
    • Ensure that financial documentation and transactions are according to WVI financial policies and procedures as well as the Donor requirement
    • Ensure that Grant guidelines are aligned to the Grant projects
    • Maintain a strong control environment in the project by ensuring compliance to WVI financial policies, grant/donor requirements and government regulations.
    • Close coordination with the NO finance department on timely compliance to WVI policy, internal audit, GC, and statutory audits
    • Orient and regular feedback to the project team on finance codes, procedures and policies
    • Prepare financial incident reports as necessary

    General

    • Assist the Project Director and project staff in communicating to Donor concerning Finance, Project funding when necessary 
    • Perform any other tasks assigned by the Project Director

    KNOWLEDGE, SKILLS, AND ABILITIES

    Minimum education, training, and experience requirements to qualify for the position

    Education

    • Bachelor’s degree in accounting and finance or related field

    Experience

    • At least 5 years of experience in accounting or finance sector for International organizations or similar organization in the area of financial management/ accounting/taxation
    • Finance experience at the project level, National Office Finance, Grant management

    Knowledge and Skills

    • Require knowledge of generally accepted accounting principles and practical knowledge of financial systems, internal controls and procedures.
    • Good negotiation and communication skills in English and negotiation and administrative abilities.
    • Require knowledge of various Donor grant rules and procedures on finance and procurement
    • Mongolian Certified Public Accountant or Mongolian Certified tax Accountant
    • Adequate knowledge of Mongolian taxation and social security, labor laws
    • Analytical skill and a person of integrity
    • · Able to work with MS Words, Excel, Sun System or similar financial system, Vision and Outlook

    Preferred Skills, Knowledge, and Experience

    • Masters or higher degree in the sector
    • Experience writing grants with proven success

    Work Environment

    • Handling work with minimum manpower and lesser time
    • The position requires the ability and willingness to travel domestically up to 5% of the time.
