    Purpose of the position: To support Monitoring and Evaluation (M&E) by contributing World Vision International Mongolia MEAL team; to provide technical support to cluster and Area Program (AP) teams and maintain M&E systems including Horizon. Support the M&E function in the planning and managing baseline and evaluations at AP level and assisting the NO MEAL team to manage and use the performance information for NO strategic purpose.

    Key Responsibilities:

    • To conduct regular analysis of monitoring data and reports of M&E systems and inform in a timely manner to National Office (NO) teams, Cluster and AP staffs and relevant stakeholders for taking effective decision making
    • To guide and support Cluster and AP staff in ensuring the quality of ITTs, monitoring and evaluation data, AP and special projects reports as per partnership and system standards
    • To support to maintain accountability especially feedback and complain mechanism at programs and projects level, to analyze the data and information through appropriate process and to report as NO and partnership requirements
    • To monitor the process and impact of Technical project implementation at the AP level through ongoing monitoring and the ‘Annual Program Reflection and Planning’ event.
    • To ensure the DME process are maintained at field levels and products are produced as per WV LEAP3 requirements

    Essential Qualifications, Skills & Competencies:

    • Graduate degree and/or Masters qualification in a relevant social science combined with multi-sector and cross-functional skills acquired through formal education and work experience;
    • 3 years of experience in Development Work and DME field;
    • Knowledge of Designing, Monitoring and Evaluation processes, methodology and tools;
    • Sound knowledge and skills on developing and establishing effective monitoring and evaluation system of technical programs and CESP at cluster and area program level;
    • Demonstrated knowledge on the application, software, devices that are compatible with quantitative and qualitative data gathering and analysis.
    • Ability to communicate effectively and clearly with a range of actors of diverse backgrounds;
    • Excellent oral and written communication skills in English;
    • Staff capacity building skill;
    • Commitment to Ethos, Core value and Mission statement of World Vision Mongolia
