  • Procurement Officer for Supply chain Department

    Under the guidance and direct supervision of the Supply chain manager who directly reports to the National Director, the Procurement Officer is responsible for the effective delivery of procurement goods and services reflecting best practices in the procurement activity, compliance with WV Global Procurement policy and guideline, appropriate risk management and obtaining the best value for money. He/she analyzes and interprets the respective policy, guidelines and provides solutions to a wide range of issues related to procurement. Maintaining the highest degree of personal and professional ethics, the Procurement Officer maintains a collaborative, client-focused, quality and results-oriented approach in the organization and to assist the Supply Chain Manager (SCM) in procuring all items, goods and services required for the efficient operations and requirements of the APs (Area Programs) and National Office. 


    • Use ProVision system fully
    • Act and decide always in conformity with WVIM Anti-Corruption and Conflict of interest policies;
    • Do local market research and analysis for all the assigned item categories, using the appropriate tools in order to find the most qualified suppliers to provide the goods and services at a competitive price and in proper quality conditions;
    • Support SCM with documentation and reports according to the 6 steps strategic sourcing;
    • Prepare the required documentation for National procurement committee meetings;
    • Support AP and Project Managers with advice during the procurement planning period;
    • Ensure timing procurement of goods and services in conformity with beneficiaries’ requirements;
    • Intermediate any returning or warranty issue between beneficiaries and vendors;
    • Initiate and develop the request for quotation to vendor in the system, when there is no contract in place for a particular category;
    • Negotiate with suppliers the best terms, prices and conditions possible for the benefit of WVIM;
    • Become familiar with and competent in using system required to fulfill the responsibilities of the role.  
    • Reports to Supply chain manager
    • Assess, identify, design and conduct and facilitate specific and relevant training's on procurement policies, guidelines to project and program staff
    • Facilitate and strengthen relationships with suppliers and service providers to promote collaboration, continuity and sustainability.
    • Shares experiences across communities of practice on innovative approach in procurement when necessary
    • Ensure the documentation of lessons learned on successful and less successful experiences in procurement


    • 2 years’ experience in a procurement related field.  Broader additional experience in business or an NGO would be an advantage
    • Bachelor degree related to Economics preferred
    • Demonstrated good computer skills on Word and Access
    • Very good Microsoft Excel skills
    • Ability to organize is essential
    • Good oral and written communication skills in both Mongolian and English
    • Good interpersonal skills
    • Ability to plan own work and use time effectively
    • Positive and constructive attitude
    • Ability to commit to ethos, Core Values and the Mission Statement of World Vision International
    • Ability to carry out cost analysis for approved bidding information
    • High understanding of financial concepts, cost structure
    • Medium understanding of KPIs that drive high performance results
    • Possesses good understanding of the goods, works and services to be received by each department and can take responsibility for informing the department when a delivery is expected
    • Excellent understanding of sourcing solutions for purchase-to-pay process, compliance, tracking and reporting
