  • Project Manager for Ger Community Resilience Project

    PURPOSE OF POSITION

    The purpose of the Project Manager position is to manage the overall implementation of the project in accordance with a project proposal, donor guidelines, and standards linking project interventions between project partners, local authorities, and project beneficiaries, to take ownership in the improvement and sustenance of the well-being of children and their families through interventions of the grant project.

    The “Ger Community Resilience” project intends to enhance the resilience of communities in eight khoroos of Ulaanbaatar to floods caused by snowmelt, bursting springs, and melting permafrost. This objective will be achieved through four components that seek to achieve the following objectives: 1) Enhance the policy and regulatory environment at the national and city levels to reduce risks and enhance adaptive capacity in the future in terms of changing climate in urban areas 2) Build capacity at the national, city and community level to adapt now and in the future 3) Reduce risks from flooding through physical infrastructure in the target areas 4) Improve and enhance the knowledge base to sustain and replicate the project’s gains.

    Moreover, the project manager will contribute to the acquisition of Climate change and Disaster management proposals.

    MAJOR RESPONSIBILITIES

    • Provide overall leadership to the project team to deliver project concept to in order to sustain project impact that focused on enhancing the resilience of communities in eight khoroos of Ulaanbaatar to floods caused by snowmelt, bursting springs and melting permafrost.
    • Lead effective implementation of the project at the targeted areas through in accordance with detailed plan and budget.
    • Manage project overall implementation to strengthen the resilience of the communities through systematic efforts reducing the community’s exposure to shocks linked to disasters
    • Strengthen urban disaster resilience through improving and advocating disaster management, focusing on inclusive disaster risk reduction and preparedness
    • Strengthen risk management policies and plans, or lead to strategies for risk reduction in all levels.
    • Encourage and support to strengthen urban community level Increased capacity of institutions and households to cope with or prepare for disaster.
    • Develop monthly, quarterly and yearly basis project implementation plan aligning to the proposal and ensure effective implementation of the activities in timely manner.
    • Contribute to Donor visibility plan is developed and implemented in line with donor requirements
    • Plan and Monitor overall project performance in accordance with the project Detailed Implementation Plan and budget
    • Supports, as required, to develop the grant project proposal & design
    • Lead effective monitoring at project target areas and deliver monitoring data to Grant Manager and World Vision technical programs
    • Submit timely based reports with good quality according to donor requirement and compliance
    • Lead the project team to have effective project ownership, implementation, community engagement and mobilization process with the aim of ensuring the project performance by team forming, building, and strengthening
    • Work with other departments, peers, technical and GAM team to maximize the internal source to utilize project overall performance
    • Provide guidance, direction and technical support to the project staffs to deliver quality implementation to the community
    • Conduct regular team with giving and receiving team feedback among the team.
    • Conducts frequent conversations with an emphasis on -the- job coaching, constant constructive feedback   to support their performance and development, and ensure WV’s performance management processes are followed.
    • Build capacity of the staff to improve their efficiency and output
    • Ensures staff well-being and security is supported and promoted
    • Work closely and develop a professional relationship with partner agencies, including relevant government line ministries and government agencies.
    • Engage in community, as well as national level policy dialogues, deliver project impact and lessons learnt to respective authorities, donor agency, and the representative support office
    • Build and maintain effective working relationships with community leaders and local NGO’s to enhance program effectiveness.
    • Identify new partners within and outside the community and identifies how these partners can work together towards shared priorities for the project effectiveness
    • Ensures program priorities and approaches are aligned with community, partners & donor’s requirement and standards

    KNOWLEDGE, SKILLS, AND ABILITIES

    Minimum education, training, and experience requirements to qualify for the position

    • A master’s degree and higher level education in any field of Disaster management, social science, business administration, public relations project/people management, construction, or related to those fields
    • Two or more years of experience in project management (disaster management and climate change experience will be an advantage)
    • Highly proficient in both written and spoken Mongolian and English
    • Proficiency in Microsoft Office programs
    • Prior experience in working internationally funded grant projects
    • Excellent at facilitation and organizing skills
    • Good understanding of incorporating gender issues in development;
    • Ability to work under pressure in an independent manner within an interdisciplinary team
    • Ability to deal effectively with stakeholders at all levels
    • Ability to work effectively in a team of diverse skills and disciplines
    • Initiative, ability to manage own time
    • Ability to communicate effectively, including reporting skills
    • Excellent analytical skills
    • 30% of the working hours will consist of traveling to project target areas
