    PURPOSE OF POSITION

    The Senior Grant Finance and Contracting Specialist is responsible to ensure the smooth implementation of different types of grants projects in alignment with donor organizations guidelines and standards by collaborating with internal and external key stakeholders. The Senior Grant and Contracting specialist will manage overall grant efforts, document payments and expenditure, optimize the grant administration process and prepare financial progress reports. Also ensuring compliance with grant regulations, reviewed grant proposals, managed grant databases, engaged with donor agencies and SOs, train grant finance staff and project team on policies and review financial reports.

    MAJOR RESPONSIBILITIES

    • Provide training on grant guidelines to project/program and finance staff in order to establish grants accounting standards.
    • Review contract clauses in the grant agreement before signing off and clarify with Donor if any.
    • Grant financial tracking/monitoring systems are established and maintained to comply with donor requirements and WVI policies and procedures.
    • Provide technical support to grants project managers and staff.
    • Ensure that project staff understand grant/donor requirement before and during project implementation.
    • Continuously seek accuracy, efficiency and effectiveness in all areas of grant accounting.
    • Liaise and meet with the partners/sub-grantees for the new proposal/new agreement made to ensure the initial process is following the grant/donor requirements. Regular communicate with the partners /sub grantees on grant financial management and work with them as necessary to meet the grant reporting requirements and conduct visits as needed.
    • Provide training to partners/sub grantees on grant financial management.
    • Review and submit grants program financial reports according to the schedule and determined by grants
    • Monitor and ensure compliance to grant requirements such as Blocked Party Screening/Timesheet, updated Grant Information in Horizon, Unallowable Costs, etc. in close coordination with relevant teams.
    • Assist in the preparation of budgets proposed to grants (Pricing, contracting etc.. all type of grant proposal preparation) and review
    • Monitor actual grants program expenditure Vs budget to ensure that all payments align with approved budget
    • Coordinate for budget revision
    • Monitor grants income Vs expenditure to ensure the adequacy of fund for program implementation.
    • Insure in auditing process and help program on documents requirement, clarification on issue and attend exit meeting.
    • Serve as focal point to external and internal audits on grant projects

    • Conduct financial management training to all project managers and staff.
    • Support and assist program finance team to build capacity of program procurement staff in purchasing function to help them understand well the purchasing process and practicable.
    • Assist program finance team to create effective filling system to maintain key records of financial documents to ensure all the documents are safe and can be found for future purposes.
    • Bring concern from programs to contribute to improve finance policy and other relevance polices that would be help to be effectively used of program resources.
    • Share audit result, lesson learnt to all project/program staff to act on the issue and strengthen internal control to minimize financial risk.
    • Regular confirm spot check with beneficiary and supplier to reduce other fraudulence.
    • Regular evaluate the internal control systems that support grant accounting needs, including necessary and appropriate adjustments to SunSystem coding and database integration, etc.
    • Provide recommendation or advice on the financial report for grant funding to ensure consistency in coding and follow up any adjustment if needed.
    • Reviews all grant consolidated financial reports using the financial checklist and ensure timely submission.
    • Monitor project expenses against the budget for grant projects and follow up in reviewing quarterly financial report with appropriate explanation in order to post into financial database.
    • Support Grant acquisition team for proposal budget preparation according to the donor requirements
    • Share all budget requirements to program staff to ensure they understand and apply.
    • Assist finance team in establishing and mainstreaming shared cost to existing and future grants.
    • Provide advice on internal budget for grant funding to ensure consistency in coding and follow approved donor budget.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Minimum education, training, and experience requirements to qualify for the position

    • A Bachelor or higher degree in the field of Finance Accounting
    • CPA or ACCA preferred
    • English advanced level (IELTS certificate would be an advantage)
    • 2-5 years of experience of working in INGOs, within World Vision or comparable development organization.
    • Has experience working in different donor funded projects such as EU, SDC, World Bank, ADB, and USAID and has full understanding on donor requirements and compliance is preferred
    • Ability to manage shifting priorities and negotiate timelines
    • The position required domestic and international travel up to 20% of the time
    • Extensive knowledge of grant proposal and other multilateral and bilateral institutions’ rules, regulations and policies
    • Strong communication skills for maintaining relationship and networking with key donors and stakeholders that lead to successful grants and resources for short as well as long term
    • Analytical thinking with digesting information and understanding grant call details and logics, success driving factors relevant to WV expertise
    • Delivering results with high quality within given resources of human, timing, financial and others through capacity building, sharing and being role model.
    • Exemplary writing, editing and communication skills in English and Mongolian
    • Creativeness and entrepreneurial skills to tap resources required to proposal development and engaging partners
    • Multi-tasking and ability to manage multiple demands and priorities
